Whatever God does in judging is always redemptive in nature that a remnant may be saved.

That a remnant may bow the knee and acknowledge. This was what God was always trying to do with the Children of Israel.

Even when Israel is falling into apostacy under the Judges God is using these shakings in a redemptive way to get mans attention.

That you cannot go on this way - you cannot live like this - you can't live independently of God.
