My name is Kristopher H. Bilbrey (born & raised in Muncie, IN). Moved to Winchester, IN in 2010, moved back to Muncie in 2019. I have always been POLITICALLY ACTIVE, at the local, state & national levels!

In 2015 I ran for City Council in Winchester. I lost, but stayed involved! The Mayor that won that year, Shon Byrum, had been a friend of mine. He took office in Jan 2016. At first I was optimistic, but that quickly faded, as did our friendship!

From Sept. 2016 - Jan. 2018 many citizens of Winchester, & I, stood against the Mayor & the City Council on several issues & one BIG issue that lasted over a year. There were MANY dirty, corrupt & underhanded dealings that went on! The BIGGEST issues surrounded the Officials acting outside of the Public's knowledge, the Officials trying to cut the citizens out of the process and attempting to stop citizens from being able to REDRESS OUR GOVERNMENT!

On Nov. 27, 2017 the Winchester City Council held a special meeting that was open to the public. However, unlike every other Council meeting before, the Officials had taken PUBLIC COMMENTS off the agenda! They attempted to stop citizens from being heard! After an hour & 25 minutes worth of business, Councilor Leesa Friend, started making a statement, that included several questions, at that point, a few citizens started to answer her & ask some questions of their own. Those that spoke were told by her & other Councilors that "THEY WEREN'T TAKING QUESTIONS FROM THE AUDIENCE!" A few more citizens, including members of the group I was with & my wife, tried again, to speak & the Council, along with the Police Chief, RICH TUCKER, stopped them by telling them "they were out of order!" My wife said something and Councilor Friend repeated they weren't taking questions, at which time, I said: "THAT WAS JUST A STATEMENT".

More citizens spoke out at which time Councilor Larry Lennington said: "NO YOU'RE OUT OF ORDER, LETS GO!" The police chief started walking that way, I assumed to kick the citizens out of the meeting! At that point, my wife & others got up to leave, I got up & made my way to the door. I turned & said:

"You're out of order, this whole place is out of order, this is a joke!"

I then turned and exited the room! I said what I did, due to citizens being kicked out of a public meeting, simply for having legitimate questions for their elected officials!

What I said lasted 3 or less seconds & I was then out of the room.

THE POLICE CHIEF FOLLOWED ME INTO THE HALLWAY, PUSHED ME INTO THE WALL, TWISTED MY ARMS BEHIND MY BACK & PLACED ME UNDER ARREST FOR DISORDERLY CONDUCT! I was targeted for being one of the faces of the opposition! There were others that spoke BOTH louder & longer & before & after I did, but none of them were arrested!

One month after the arrest, the Special Prosecutor assigned to review the case made the following determination:

THE ARREST WAS UNLAWFUL & UNJUST! DISORDERLY CONDUCT WOULD NOT BE FILED AGAINST ME, NOR WOULD ANY OTHER CHARGES! He went on, in a four-page document, to explain how he applied the law to this case... he called my speech: "constitutionally protected, political speech!"

In December 2017 a Federal Civil Rights Lawsuit was filed in the Southern District Court of Indiana. In April 2019 I WON! The Winchester City Government settled out of court with me... the Mayor at the time, lost his bid for a State Representative seat and did not run for re-election to the Mayor's Office! 1 City Councilor resigned her seat before her time was up! 2 other Councilors did not seek re-election! And the Police Chief & Fire Chief that had all been in on it, all quit!

From there, I have built a career as a Political Commentator!
