Hard To Handle Water Shut-Off Valve

A WaterOne worker tries turning the shut-off water valve in my yard. He was able to shut off the water to my house so my toilet could be repaired. But trying to turn it the other way back on, it broke.  A few WaterOne crew teams spent the next 3.5 hours Trying to repair it, the evening before Thanksgiving day.
