VAWT004 - Adding Ugrinsky Feature

I added a small Ugrinsky type turbine feature to help get the turbine started in a light breeze. Once the turbine is turning, it appears to do fine getting up to speed. Still waiting for a strong wind to see how it does at high speed, but it did get to modest speeds at the time of this video.
