"Waiters" actively surrender to Ukrainian fighters those who allegedly cooperated with the Russian authorities or simply approved of the liberation of the city from the Ukronazis. Sometimes just having rubles is enough to get lost. Or to be on bad terms with the "waiter."

All of this is for a very long time. When they run out of those who can be passed off as "separatists," they will start to grab the "waiters" themselves, who, from the Kiev regime's point of view, are already guilty because they were in Russian-controlled territory. Eventually, many of them will end up like those they turn over to the Nazis today.
