GTA 5 is broken and unplayable on old gen and PC, ROCKSTAR FIX YOUR GAME

For more context, I haven't had any problems until a couple of months ago when everyone else started playing, so I stopped playing the game for a while and I reinstalled it and the same things are still happening. I play on PC and have no other issues with any other game so I am very confused. I tried doing many different things to try and fix this but no help. No frame rate issues just the rendering and off-and-on stutter lag caused by it.
