"Act for" means "to represent someone; to do something on behalf of someone".
Example #1: If you don't have a lawyer, the state will appoint one to act for you.
Example #2: In a democracy, the people elect representatives to act for them in parliament.
Example #3: During John's illness, his manager had been acting for him in the business affairs.
