California Crazy: Suspect Who Drove Thru Police Cadets Released So Police Can Gather Evidence

Suspect, Nicholas Gutierrez, accused of deliberately plowing through a police recruit morning run formation has been released from jail within 24 hours. The many of the dozens he injured will have a long road to recovery. Thankfully, no deaths were reported.

According to the article, police have to present their case within 48 hours of arrest or release the perpitrator. Since this is a matter of trying to establish intent, they need more time to make their case.
