What is the Irony of the G-20 and USA Giving Indonesia $20 Billion to Curb Coal Use?

Joe Biden announced that the G-20 and the USA was giving Indonesia $20 billion to help curb coal use in Indonesia. Nevermind that Indonesia is a successful growing economy and the third largest coal producer in the world. The irony is that while taxpayer money goes to them they are increasing coal production to sell to Europe for heating this winter. Our foreign policy is simply giving money and arms to other countries.
