Late in September 2022, President and General Secretary of the Chinese Communist Party (CCP) Xi Jinping prevented a second "Twitter coup," reaffirming his position as China's supreme leader for at least the ensuing five years. Who else will join Xi in leading the nation through its most difficult moment in decades is less certain to be part of the 20th Party Congress's new leadership team. Even the "norms” that are frequently stated as guiding the process of picking a new leadership lineup are, at best, flexible conventions rather than predictable practices. In CCP politics, there are almost no hard rules restricting the spectrum of possible outcomes.
