The Car Glutton: Can We DIY This Rough Old Lexus ES300 Bumper?

Our 1998 Lexus ES300 has been a great addition to the family, but one thing that has stuck out is the scuffed up rear bumper. This is a job that would likely be a minimum of $500 to have a professional repaint, much higher at some shops. So is this something we dare do ourselves?!
