Lavrov shrugs off Biden's rejection of talks with Putin, saying Russia is open to 'sane initiatives'

ussia's foreign minister on Thursday dismissed U.S. President Joe Biden's remarks that he does not want to negotiate with his Russian counterpart, Vladimir Putin.
