At least 13 killed in Russian cafe fire after someone apparently used a flare gun during a dispute

Footage has been released by Russian State television showing emergency workers at the aftermath of a fire within a cafe in Russia on Saturday.

Local media and authorities have suggested that at least 13 people have been killed in the incident in Kostroma.

Head of the Ministry of Emergency Situations of the Kostroma region, Dmitry Korneev advised "a total of 250 people were evacuated" from the cafe, while 16 more were evacuated from a nearby house because of "heavy smoke."

The blaze erupted in the early hours after someone apparently used a flare gun during a dispute, authorities said.

The roof of the cafe collapsed during the fire.
