In the Old Testament God made cities of refuge available to those who had committed manslaughter, by accidentally killing someone. Under the Mosaic law the guilty person would be protected from being harmed by relatives of the deceased, who legally could avenge the blood of their family member, but only if the guilty person was outside of the city of refuge. Once inside, he was under the protection of the Most High. Today, I believe that Jesus Christ is our city of refuge, where all sinners can receive pardon for their sins, and protection from the death penalty that lawlessness or sinning requires.
