In accordance with the nation's climate plan, the South Commuter Railway Project (SCRP), a component of the North-South Commuter Railway System (NSCR), would provide commuters with quick public transportation, aid in easing traffic congestion on the roads, and assist reduce greenhouse gas emissions.

The project is essential to the government's plan to revive the nation's rail transportation tradition. It is the largest infrastructure investment made by ADB to date in the entirety of Asia and the Pacific.

All will have safe access to the 54.6-kilometer railway, including the elderly, women, children, and those with impairments. Every piece of infrastructure will be built to withstand earthquakes and typhoons and be disaster-resistant.

There will be 18 elevated and at-grade stations with connections to the upcoming Metro Manila Subway and the city's light rail system already in place. Thousands of employment will be generated both during construction and after it is operational, stimulating economic growth in southern Luzon.

The entire North-South Commuter Railway will cut the time it takes to travel from Clark International Airport to Calamba from more than 4 hours to less than 2 hours once it is fully operational.
