The Romans built amazing roadways and aqueducts then forgot how to build. The Egyptians built the Pyramids and later forgot how to do it. So unless very smart people work really hard, technology can and does in fact decline. So for this reason mankind needs to stay on top of emerging technologies and push them forward.
