Vietnamese authorities have warned of flash floods and landslides as they downgrade Typhoon Noru to a tropical storm, which made landfall along the coast of central Vietnam. Packing winds of up to 130kmh, the storm blew off roofs and uprooted trees. It also caused widespread blackouts, affecting over a million households in three provinces and Da Nang. More than 800,000 people were evacuated. Almost half of Vietnam's airports are shut. Meanwhile, Noru is headed for Thailand. Heavy rain is already falling in the province of Ubon Ratchathani.
