Should fireworks be banned from being sold to the public?

Someone asked if the sale of fireworks should be banned from being sold to the public. At this stage I think no. However I do think you should have a license that may cost £50 or more (to be used to fund the fire brigade) that states time date location. To use fireworks without this or at a different time should be seen as an offensive weapon. Also considering people say they cannot afford heating and food, it is interesting to see so many unemployed spending £200 or more on fireworks this year.
