Ukraine's Zelenskyy signs decree to rule out talks with Russia's Putin

Ukrainian President Volodymyr Zelenskyy has signed a decree to formally declare talks with Russian leader Vladimir Putin " impossible". The Kremlin has said its invasion of Ukraine will not end even if Kyiv has ruled out talks. Meanwhile, Russia's Upper House of Parliament has unanimously voted to approve the incorporation of the four annexed Ukrainian regions into Russia. The Donetsk, Luhansk, Kherson and Zaporizhzhia regions make up about 18% of Ukrainian territory.
