"Dad, I'm going out" were the last words Jung Hae-moon heard his daughter say over the phone, before she left to celebrate Halloween in Seoul's Itaewon district. As they buried her, the family's grief was mixed with anger at the failure to prevent last week's stampede. Lucy Fielder has more.
