Why is a Houston Judge treating Heroes like criminals?

Judge Kenneth Hoyt is threatening to put Gregg Phillips and Catherine Englebrecht in jail unless they turn over witness names of those who may have seen information Konnech stored in China. The first witness name was disclosed previously and that person has gone into hiding. Is this Judge trying to place witnesses in jeopardy? Why?
