Gayton Mackenzie Promotes Genocide?

A South african Mayor, Gayton Mackenzie says he would have switched off a ventilator where a foreign national was receiving health care to make way for a south african national and he claims this is how countries are run. He cites the recent incidence of the USA's withdrawal from Afghanistan as a typical example where there was a human life crisis and the US, simply took its own citizens out of the affected environment
