D.C. Discriminating On Concealed Carry?

A new lawsuit alleges the District of Columbia is unfairly discriminating against black applicants for a concealed carry license; in some cases even using their status as the victim of a violent crime to deny their application and their right to bear arms in self-defense despite the city's supposed "shall-issue" laws.
