US Fails to Cap Russia Oil

The US is being forced to take a second look at capping Russia oil. There are not enough countries signing on and there is no clear way to police the cap. The only way that the US would be able to implement a cap on Russia this harsh is if the US was a net exporter of oil. Right now everyone has to go through Russia for their oil needs in the EU. Biden's green agenda has left us with no way hurt Russia in the sell of oil.
