In 1940, Colonel Will Seaborn Effingham (Charles Coburn), a resigned Armed force official, gets back to his old neighborhood of Fredericksville, Georgia, and is upset at the absence of metro pride. He composes a letter to the supervisor in the nearby paper and goes after the people who might get rid of with customs, particularly those dropping to destroy the old city lobby and the individuals who wish to rename Confederate Square after a neighborhood lawmaker.
