I've edited it to try to bring out more details.

ISS anomaly have been around for quite sometime. Some have turned out to being earthbound objects - cities, fleets of fishing vessels with flood lights on in the ocean, camera malfunctions, etc.

This one here, if the date and time could be obtained, then we could cross reference via the ISS location where it was, and look at whether it was some kind of island lit up that it was flying over, or something whether it was something else.
