Diane Deans, outgoing Ottawa city councillor and former chair of the Ottawa Police Services Board, speaks with reporters in Ottawa following her testimony on the fourth day of proceedings of the Public Order Emergency Commission. The commission is studying the federal government's use of the Emergencies Act in February 2022 to declare a public order emergency in response to protests, in downtown Ottawa and a number of Canada–U.S. border crossings, opposing the government's COVID-19 public-health measures.
