Did NATO exercise force Russia to invade Ukraine?

According to an article on LewRockwell.com the Polaris 21 Naval Drills conducted by France with NATO ally support in 2021 may have forced the Russians to react as the practice session looked very much like an invasion of the Donbass. So the question is could this naval exercise have been the powder keg that started this horrible war?
