Martial law comes into force in the DPR, LPR, Zaporozhye and Kherson regions

Putin's decree on the introduction of martial law in the territories of the DPR, LPR, Zaporozhye and Kherson regions

Considering that armed force is used against the territorial integrity of the Russian Federation, in accordance with Part 2 of Article 87 of the Constitution of the Russian Federation and Articles 3 and 4 of the Federal Constitutional Law of January 30, 2002 No. 1-FKZ “On Martial Law”, I decide:

1. From October 20, 2022 00:00 in the territories of the Donetsk People's Republic, Lugansk People's Republic, Zaporozhye and Kherson regions martial law is introduced.

2. To the Government of the Russian Federation in accordance with the proposals of the Ministry of Defense of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation, the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters, the Federal Security Service of the Russian Federation, the Federal Service of the National Guard Troops of the Russian Federation and The Main Directorate of Special Programs of the President of the Russian Federation within 3 days to submit proposals on measures to be taken in the territories where martial law has been introduced.

3. If necessary, in the Russian Federation during the period of martial law, other measures provided for by the Federal Constitutional Law of January 30, 2002 No. 1-FKZ "0 martial law" may be applied.

4. This Decree is immediately submitted for approval by the Federation Council of the Federal Assembly of the Russian Federation.

5. This Decree comes into force from the day of its official publication.
