As you can see, Rummy wasn't admitting the DOD had lost +$2T. He was talking about an estimated dollar amount which auditors speculated might not have been accounted for. Of course, we have little idea about this audit or its timeframe (he does mention "decades old" systems which are causing the accounting errors. All in all, he was trying to sell an overhaul and upgrade of the defense department's technologies and record keeping processes.
