Are Royal Bank of Scotland Certificates of Deposit a good way to generate passive income?

Good question.

If you deposit $100,000 in a Royal Bank of Scotland certificate of deposit for 60 months you will earn 0.50% interest. That is a very low return you are accepting.
I never use certificates of deposit to generate passive income. I use them as simple collateral for loans. The only really useful thing a CD can be used for is as collateral to help you obtain a loan partially secured by the CD. The idea of earning passive income from a CD is technically possible but anyone with knowledge of finance in 5 minutes can find a higher return easily than a bank CD.
But as far as passive income they are not something that can generate you a good return for passive income investing. You will do better if you look at corporate income bonds of privately held companies to generate passive income.
