Criminals On Patrol call over a Freedom Rally Man which attracted multiple people with their phones recording the incident / interaction between the Clowns In Costumes and the Freedom Rally Man from various different angles.

One Criminal On Patrol walked away to supposedly take / make a phone call, but then when it came back it had a different ID Tag. WHY ?
