US running out of spare ammo for Ukraine, EU unable to compensate members for aiding Ukraine

With this being peacetime, US ammo manufacturers are unable to get enough ammo manufactured to be sent to Ukraine on time. There is the possibility of being able to ramp up production. But, could they do it soon enough for Ukraine's satisfaction? On top of that, the EU is unable to compensate its member states for sending air to Ukraine.
