Did Nintendo Buff the Low Tiers Enough in the Latest Smash Ultimate Patch?

Mew2king and Salem made a few videos BEGGING Nintendo to buff a variety of characters that need them in Super Smash Bros Ultimate and Sakurai-san actually did! Some of the buffs we asked for actually came true! We also got buffs we didn't ask for, but were any of these buffs enough to make them move up the tier list?
