Chief public health officer of Canada Dr Theresa Tam appeared in a 2010 documentary called "Outbreak Anatomy of a Plague". She/He was not the Chief public health officer of Canada back in 2010 but the Director General of the Canadian center for emergency preparedness & response back then.

She/He says...
"If there are people who are non-compliant there are definitely laws and public health powers that can quarantine people and mandatory setting. Its potential you can trap people, put braces on their arms and have police and other set ups to make sure quarantine is under taken".

Word on the street that Theresa Tam is a transgender from Hong Kong. Probably a CPP agent as well.
