How NATO targeting differs from Russia

NATO does not drop bombs indiscriminately. All targets, including targets involving troops in contact are run through a targeting center at the JOC. There, a team of lawyers decides if a the target has "Military Necessity," follows the "Rules of Engagement" and is not violating STAR. This is applied during every phase of the intelligence cycle.
