RUSSIAN PRESIDENT, VLADIMIR PUTIN:
"Forensic and other expert data, as well as intelligence information, have shown that the explosion on October 8 was an act of terrorism. An attack aimed at destroying Russia's critically-important civil infrastructure. It is also obvious that it was the Ukrainian secret services who ordered, organised and carried out this act of terrorism."

"But a whole host of other terror attacks, and attempted attacks, have been also carried out against the electricity and gas-transporting infrastructure of our country - including an attempt to blow up parts of the Turkish Stream gas-transporting system. All of this was proved by unbiased findings, including testimony from the detained perpetrator of those terror attacks."

"It is simply impossible to leave crimes of this kind unanswered. This morning, in line with suggestions given by the defence ministry and in accordance with the Russian General Staff's plan, a mass strike was launched with long-range high-precise, air-, sea- and land-based weapons against Ukraine's energy facilities, military commands and communications facility. If attempts to carry out acts of terrorism on our territory continue, Russia's response will be harsh and its scale will correspond to that of the threat made against the Russian Federation. No one should be in any doubt about that."
