A lot of people hear different things here. What do you think he is trying to say here?

To me he's saying that “if a black person gets
shot and nobody asks questions the police are
MORE THAN HAPPY To kick that shit under the
rug and pretend as if nothing happened and
PREFER that outcome because that's how they
allow the cycle of black on black crime to
continue unimpeded and actually incentivize it by not enforcing punishments.
