What he is saying is that the very top of the ruling class aka the psychopaths would rather create terror than peace in order to control financial assets.

Where are they investing, What propaganda are they sharing, Who are they sanctioning, What other subsidiaries do they own, Who have they recently acquired, How much inflation is taking place. Etc
