Houston, Texas – On September 10, 2022 at about 12:06 a.m., bodycam video shows a Houston Police officer shooting 43-year-old Manuel Elias Torres. The HPD officer who discharged his duty weapon was not injured. The officer is assigned to the North Patrol Division. HPD patrol officers saw a black Ford pickup truck driving at a high rate of speed near Little York Road and the North Freeway (North Interstate Highway 45) about 11:50 p.m. on Friday (September 9). The officers activated their emergency equipment and conducted a traffic stop near the intersection. When the officers approached the vehicle, the driver (Elias-Torres) sped away and the officers initiated a vehicle pursuit. During the pursuit, which lasted approximately 15 minutes, the driver intentionally rammed one of the patrol vehicles. About 12:05 a.m., Elias-Torres stopped the truck in the 600 block of West Mount Houston Road. Three persons exited the vehicle and fled on foot. Officers pursued all three persons on foot. As Elias-Torres fled on foot, he pointed a handgun directly at an officer inside a marked patrol vehicle behind him. Fearing for his safety, Officer Ready discharged his duty weapon at Elias-Torres, striking him multiple times. All three suspects were taken into custody without further incident and immediate medical care was provided to Elias-Torres. Paramedics transported Elias-Torres to an area hospital in stable condition. Officers recovered multiple guns Elias-Torres' possession, as well as in the truck, along with ski masks.
