This Penny's quest focuses on the CORE plant Spring Bean and was offered between between October 5, 2022 and October 13, 2022

Spring Bean is a member of the Contain-Mint family.
Spring Bean costs 50 Sun. (25 Sun at level 9.)
Launches zombies in the tile in front of it 1.25 tiles in front of it - or water if nearby.
Spring Bean will sleep for ten (10) seconds after using its ability. (-1 second at levels 3, 7, 10, 13 and 15)
When given plant food, Spring Bean will launch all zombies back.

Commentary:
This core plant is unlocked during the Pirate Seas adventure where the ability to knock any zombie into the water is actually a pretty neat ability for the cost - even if it only gets one use. Cheaper than Squash and the same cost as Chili Bean for a single use zombie eliminator.

The plant food ability is nice but again, better on the Pirate Seas levels where one can potentially eliminate every zombie on the lawn.

Bottom Line:
This is a plant with a nice name and a neat ability that gets drowned out as one progresses in the game. Chard Guard does the same effect for 25 more Sun but at least three (3) times. The Potato Mines can eliminate zombies instead of just stalling them. Stallia has the same effect but costs 0 Sun.

So the bottom line is whenever you see plants on a Pirate Seas level, consider Spring Bean.
