When neighbors attack and act like JERKS

The Man Squatter begins to insult me and call me names when I knock on the door to speak to the woman who lives there.
The smoke from that unit below is again coming through the floor and so we have called the police 2 times in 2 days and now are about to call the Fire Department if the smoke does not stop.
He asked me inside to do some drugs.
Then he called me names and I kept my distance to prevent any further attacks.
