A state as an entity is spiritual energy. It can be birthed out of ignorance or awareness. Based on this, it will tend more either towards entropy or negentropy (good things come). An empire is born through integrating others within (the wiser choice) or by conquering others.
History shows that any great empire that falls suddenly turns against its people, as if they've always been the problem. But even today you're being treated as if you're a problem. And with mega-corporations ruling so much of the world, doesn't it make it look like an empire? Given the chaos in the world, the lies, the deceit, the deaths, war and separation, doesn't this feel like the demise of an empire. I wonder what its decisions will be . . .
