The Smith-Mundt Modernization Act (SMMA), buried in the 2012 National Defense Authorization Act, repealed the 1948 Smith-Mundt Act, also known as the U.S. Information and Education Act. The Smith-Mundt Act, authorized the US Department of State to engage in propagandizing foreign countries as a form of public diplomacy – Information Operations - but specifically forbade them from engaging in such activities within the Continental United States. The exclusion which protected the American people from Federal information dissemination and diplomatic narrative shaping operations was removed in 2012, when the SMMA was signed into law by President Obama. In effect, the SMMA not only allowed Foreign propaganda to be disseminated on US Soil, but also gave Secretary of State Hillary Clinton the authority to authorize narrative dissemination and cognitive influence methods be utilized in the United States by our Federal Government for the very first time. Under the provisions of this Act, the Federal Government is allowed to create propaganda tailored specifically for U.S. public consumption, using any media as it sees fit, while remaining anonymous as the source of the material being reported. Narrative campaigns, presented to the American people as news, with an invisible seal of approval from the Federal Government. This veiled narrative influence activity by the Department of State and Department of Public Affairs can only occur with corporate media's full complicity, for which it is well compensated, with US tax dollars appropriated by the SMMA.
