High humidity, cold temperatures, no air flow etc etc is the worst combination for new sheaths that are still green and full of juices, to start rotting. Even though it is premature to remove a sheath like that from a not yet fully formed pseudobulb, it has to be done so as to avoid the decay to spread to the orchid's pseudobulb. Breaking the green sheath will allow air to get to the pseudobulb and in turn dry out the tissue of the sheath. Spray Hydrogen Peroxide 3% on the area to kill any pathogens, and let dry out.
