Many years ago in Texas when citizens were not so squimish about ownership of property or property rights, it was a citizens duty to catch and execute looters after hurricane destruction. The looters were of the type that were seeking wealth out of others hardship, loss, would go as far to cut fingers off the dead to get gold rings or search them for money. Now in a major natural disaster, I could see overlooking a person simply found trying to survive, is looking for food, medicine, first aid supplies, or needs a blanket to be warm, drinking water, clothes...
