The US Navy has had a previous history of deep-sea diving operations to commit countermeasures against the Soviet Union. Declassified information on Operation Ivy Bells indicates that the US was able to wiretap underwater Soviet communication cables. Along with that was a plan Ronald Reagan allegedly approved for the CIA to sabotage components of a pipeline operated by the Soviet Union.
