Yom Teruah falls on the 7th New Moon. We are commanded to OBSERVE the new moon and mark this Mo'edim in that way. I have no idea how people can meet up for this Feast without paying attention to the moon –– it's commanded. There is only ONE day that Yom Teruah can fall on - at the sighting of the 7th moon. Israel has made a ton of calendar chaos in the body because they want their own calendars.
