After making landfall in the Outer Banks of North Carolina on Sept. 18, 2003, Hurricane Isabel continued north through Virginia and screamed up the Chesapeake Bay into Maryland. Even as a tropical storm, Isabel wiped out shorelines, piers, boats, structures, and power lines, leaving tens of thousands without power for up to three weeks.
