Sheriff Wagner of Lancaster County said he is NOT a CONSTITUTIONAL SHERIFF

Sheriff Wagner of Lancaster County said he is NOT a CONSTITUTIONAL SHERIFF but believes in and follows the constitution. He said NO NEBRASKA SHERIFFs are Constitutional Sheriffs. This was very CONFUSING and uncomfortable!
